RingCentral SMS Texting Service Impact

In 2023, the major cellular carriers formed The Campaign Registry (TCR) to attempt to limit spam and fraudulent text messages. BYU registered with TCR through RingCentral, our phone platform, and created a campaign that included all 19,000 campus phone numbers.

Campaigns are groups of phone numbers tied to a specific organization. In 2024, TCR announced that campaigns could contain no more than 49 phone numbers. Between that announcement and the February 1st, 2025 deadline, BYU pursued many options to prepare. Despite our best efforts, SMS service in RingCentral was impacted, and we were limited in our campaign to 49 users. Additional campaigns have been created and are in the process of being reviewed by TCR. Each campaign carries an annual cost to maintain.

Before a phone number can send SMS messages through RingCentral, our team must add it to a TCR campaign. Contact Communications Support at 801-422-8863 or communications_support@byu.edu to verify if we configured your number for SMS in our initial batch. If a current campaign can accommodate your number, we will add it. If not, we will create a new campaign, which takes up to a month for TCR review and approval.

OIT may contact campus users to identify use cases. This effort will help us better understand how the service is utilized and how we can structure campaigns most efficiently and cost-effectively.
